Policies and models of incorporation. A Transatlantic Perspective: Canada, Germany, France and The Netherlands

This document explores models and experiences in the administration of policies and practices for the welcoming and integration of immigrants in different countries, with the aim of finding common elements that will improve the quality of reflection and action in this field. The introduction, which is of a theoretical nature, is based on the study of the different views and models of integration, paying particular attention to the origins and variables of existing models. This leads on to the first case study, which examines the Canadian multicultural model, in which descriptions are given of both the legislative context and the powers and services offered by government at its different levels, with emphasis being placed on the need for bidirectionality and the decentralisation of administration. In the second case, an evaluation is carried out of the conception and effectiveness of the integration and welcoming programmes in Germany, France and the Netherlands, highlighting the existing tensions between multiculturalism and pro-assimilation with respect to integration models within the European framework.
