							The good governance of energy resources and its role in the development of hydrocarbon producer countries is an area of growing interest on the global agenda. The European Union, as an actor that brings together the dual condition of being both a large global importer of hydrocarbons and a promoter of good governance norms, has special interest in the development of standards for improvement in the governance of energy resources. This article analyses the role of the EU in such governance, distinguishing between its actions at an institutional level and their practical implications for the supply of gas and oil.
