Seminar “Plan Colombia II; war and human rights”

On 16, 17 and 18 October, the Colectivo Maloka, the Office for the Promotion of Peace and Human Rights, the Catalan Association for Peace and the CIDOB Foundation held a seminar titled “ Plan Colombia II: War and human rights”.

The seminar brought together a group of experts on the problem of Colombia and actors in civil society with the aim of assessing Plan Colombia I and debating the possible effects of Plan Colombia II in terms of the future of democracy, peace and human rights in the country. The debate was organised into around four basic thematic sections. In the first, participants carried out a detailed analysis of the results of Plan Colombia I with respect to its economic and foreign policy aspects, as well as its influence on the conflict resolution and human rights. In the second section, an analysis was made of the prospects for Plan Colombia II in the areas of the economy, illegal drugs and the internationalisation of the conflict within the framework of security within the hemisphere. Political and social aspects were discussed in the third section of the seminar, while the fourth focused on the role of international cooperation and peace-building, during which participants analysed the results of certain specific interventions.
