Guillem Ramírez Chico

Guillem Ramírez Chico leads capacity building at Eurocities, coordinating the design and delivery of training programmes on EU engagement, urban governance, international strategies and evidence-based decision-making for city officials across Europe. Previously, he served as a Policy Advisor to Barcelona’s Deputy Mayor, where he coordinated the international relations, European action and digital policy portfolios within the cabinet. Prior to this, he worked at United Cities and Local Governments (UCLG) as a Policy and Advocacy Officer, supporting global advocacy, human rights, and UN urban policy processes (HLPF, Urban 20).
Guillem has also worked with international organisations providing advisory on policy innovation and strategy, including for the European Institute for Public Administration (European Public Sector Award), the European Commission (Intelligent Cities Challenge) and UNICEF (Giga). He holds a BA in Political Science and Public Administration from Pompeu Fabra University and an MSc in International Development Studies from the University of Amsterdam.
He currently collaborates with CIDOB in coordinating the Local Europe Working Group, an initiative promoted by Barcelona City Council to strengthen EU–city policy alignment and institutional reform.
