Since its independence two decades ago, the government of Uzbekistan has sought to maintain its national security and autonomy by avoiding disproportionate political and military dependence on any single foreign actor. In particular, Tashkent has been careful to maintain correct bilateral relations with Moscow without allowing Russian military bases or other security ties that could compromise the country’s sovereignty.
