The explosion of online disinformation has led a new social harm. Disinformation generates instability and erodes democracy, creates political polarisation, and harms social coexistence and consensus. Old-style propaganda has been exponentially amplified by technology and hyperconnectivity and its power and sophistication have multiplied. How can democracies deal with disinformation? How can resilience be built without limiting rights?
