Over the last few years, the European Union has intensified its presence on the international scene. However, despite everything, its role continues to be limited: while its importance in the economic and commerce sphere cannot be disputed, it has not managed to consolidate an image of being an influential actor. The Laeken Declaration of December 2001 launched a process of reformation of the Union in which, under the epigraph of “Europe’s New Role in a Globalised World,” the question of redefining its function on the international scene was posed. The aim of this book is to expound on the results of this reform process, in order to assess whether or not the new elements introduced in the constitutional Treaty in the area of foreign action will allow the European Union to give a response in keeping with the role that is expected of it. It does not, therefore, examine the material content of the European Union’s international actions, but rather it analyses whether or not, following the constitutional Treaty, the European Union will have the means and instruments at its disposal to carry out a more effective, coherent and integrated foreign policy, if there is authentic political will for this.
