Within the context of the enlargement of the European Union to include East European countries (which are now the countries that will control most of the Union's new external border), the increasing desire for security in justice and domestic policies and for the creation of a space of freedom, security and justice has led to the possibility of an integrated management system for the EU's external borders. The Council of Justice and Interior Ministers, held in December 2006, finally adopted the concept of integrated border management, adding that the European borders agency FRONTEX should play an important role in this new system.

This study analyses the practical implementation of the control of people at the borders of Member States, a system has gone from being the responsibility of each individual nation to become integrated into an EU-led system as a result of the Schengen agreement. The study also examines the evolution - with the process of building Europe - that has transferred control from internal border checkpoints to external ones.
