Established in 1996, the MEDA Programme represented - up until 2007 - the main source of EU funding for the Mediterranean partners who were participating in the Barcelona Process. The main question that arises in this context is: how much effective relevance has the MEDA Programme had on the implementation of the agenda of Euro-Mediterranean Partnership? To answer this question, this publication presents - from the perspective of studies on European Foreign Policy - the main features of the design and implementation of the MEDA Programme in Morocco. The author concludes that even though it is too early to assess the true impact of the programme, the results observed until now have not lived up to the expectations generated by the launching of the programme.
