Over the last eight years, one in three Latin American countries has experienced at least one serious political crisis. While these countries’ economies have grown at a sustained rate, poverty is still not being reduced. Even the very suitability of the democratic systems of government is starting to be questioned. In this context, the seminar War and Peace in the 21st Century, held on 12 January 2008, brought together six leading figures —José María Maravall, José Antonio Ocampo, Francisco Panizza, Fernando Henrique Cardoso, Ricardo Lagos and Javier Solana (listed in order of appearance) — to talk about democracy in Latin America. This document contains some of the ideas that were debated at the meeting.
