An analysis, within a historical background, of the current state of bilateral relations between China and the United States and the factors that make this a determining issue with respect to the make-up of the international system. The author, who has diplomatic experience in Central Asia and in the Organisation for Security and Cooperation in Europe (OSCE), and who also has a close knowledge of American foreign policy, describes how both powers interact in the areas of geopolitics and globalisation, as well as assessing to what extent China's "peaceful rise" could represent an historic challenge for the current hegemony of the United States. In addition to examining the possible responses available to Washington, Martínez Montes also offers reflections on China's international relations. This latter contribution, from a member of the diplomatic world, will be of great value to a field of study that is still relatively undeveloped in Spain.
Luis Martínez Montes, a member of the diplomatic corps who is currently a Counsellor in the Spanish Permanent Representation to the Organisation for Security and Cooperation in Europe (OSCE).
