Based on an analysis of the current situation in Morocco, a traditional country of immigration, today converted into a country of transit due to the strong migratory pressure it receives from the sub-Saharan population, the author indicates how, in the face of failure in the fight against clandestine migration, the countries of the European Union show a will to externalise the question and make the countries of transit assume the responsibility of controlling the phenomenon.
In the face of the limits that the security focus has revealed in the area of immigration, the author underscores the idea that migration policies on both shores of the Mediterranean should demythologise the syndrome of security and break with the obsession of the migratory risk, focusing their efforts on adopting a preventive, rational approach which would act in the realm of the ultimate causes that explain migration flows (poverty, unemployment, environmental degradation and lack of security, among a long list of elements).
