National Integration Evaluation Mechanism. Measuring and improving integration of beneficiaries of international protection

The aim of the proposed action will be to mainstream an integration evaluation mechanism into the integration policies for refugees and beneficiaries of international protection at the national level in the respective project countries: Bulgaria, Belgium, Czech Republic, France, Germany, Hungary, Italy, Latvia, Lithuania, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Sweden.

Objectives

The project aims to mainstream an integration evaluation mechanism into the integration policies for refugees and beneficiaries of international protection at the national level. The tool will be used to gather information, identify gaps and measure progress in relation to refugee integration in the areas of housing, employment, family reunification, long-life learning and education, citizenship, health care and political participation of asylum seekers and refugees.

It covers 16 Member States - Bulgaria, Belgium, Czech Republic, France, Germany, Hungary, Italy, Latvia, Lithuania, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Sweden - representing different geographic regions (and varied populations of beneficiaries of international protection) as well as diverse institutional settings and varying stages in the development of integration policies for asylum seekers and refugees.

The European Commission in its Common Agenda on Integration stated that Member States need to develop clear goals, indicators and evaluation mechanisms to adjust policy, evaluate progress on integration and to make the exchange of information more effective. This is precisely what the NIEM project aims to: to create a mechanism that allows to assess the specific gaps in the various areas of integration and to consider a wide variety of possible solutions, drawn from real-life experience. The ultimate goal is to support the authorities in improvement of integration policies, their implementation and the establishment of real integration prospects for asylum seekers and refugees.
