In the past five years the European Union has developed the capacity and willingness to intervene in difficult and dangerous locations, to deal with crises, to improve the chances of people to lead peaceful lives and to contribute to regional and international security. This Report is about how the EU has built this global security role so far, and where it should go next.

Many people in the world lead intolerably insecure lives. In many cases, insecurity is the consequence of conflicts in which civilians are deliberately targeted with impunity. In an era of global interdependence, Europeans can no longer feel secure when large parts of the world are insecure.

[01.04.2009] The report contains an annual summary of the organisation's activities, including those carried out with respect to the conflict in Georgia. The organisation also commemorated the 10th anniversary of the Representative on Freedom of the Media.
[31.03.08] The report presents a summary of the measures introduced to improve security in the Member States and associated countries. Furthermore, the OSCE has set up a dialogue forum in order to tackle controversial political issues, with the aim of building consensus and resolving differences constructively.
[19.12.06] Conviction is growing in the U.S. political environment, even in the administration, of the need to apply a new strategy in Iraq in the face of the failure of its intervention.
