Work team

The research programmes at the CIDOB Foundation are working groups made up of scholars, politicians, professionals and business people who identify the important topics and political agendas in their spheres. On the basis of this, reports, articles and presentations by experts on the subject are commissioned. The working groups tend to meet two times per year.

Person(s) in charge of Mediterranean and Middle East team

  • Eduard SOLER i LECHA - Programme Coordinator
    Coordinator of the Mediterranean and Middle East Programme of the CIDOB Foundation, Doctor of International Relations and Graduate in Political Science, Autonomous University of Barcelona. He is a member of the Observatory of European Foreign Policy and participates in different transnational research projects and networks such as EuroMeSCo and INEX; his works have been published as monographic volumes and in magazines such as Mediterranean Politics, Insight Turkey and Europe’s world. He has also collaborated with different areas of the printed and audiovisual media. His main areas of work are: Euro-Mediterranean relations, the process of Turkey's entry into the EU, Spain's Mediterranean policy and the problems of security in the Mediterranean.

  • Irene GARCÍA - Programme Assistant
    Graduated in Translation and Interpreting from the University of Granada, with a Post-Graduate in Legal Translation specialising in EU Law, and a Master’s in International Relations from the Barcelona Institute for International Studies (IBEI). She worked for two years with Associació KALA on drafting projects aimed at encouraging social integration among Moroccan immigrants. Her areas of interest include: human rights in the Maghreb region, migration movements in the Mediterranean region, and EU foreign policy in the area of security and defence, with particular emphasis on the Middle East.
  • Francis GHILÈS - Senior Researcher
    Specialises in security, financial and energy trends in Europe and the Western Mediterranean. He has written on international capital markets for Euromoney and the Financial Times. He was the FT's North Africa Correspondent from 1981 to 1995 during which time he wrote and lectured extensively on energy security in Europe (Royal College of Defence, Chatham House and Ditchley Park, Ministère de la Défense), the US (Columbia, UCLA, Pentagon and World Bank), North Africa, Israel and Japan. He set up the Mediterranean Gas Markets conference in 1991. He will be analysing emerging trends in gas and linking them with Spanish, European and US policy priorities. Francis Ghilès is also a freelancer for newspapers including The New York Times, The Wall Street Journal, Le Monde, El Pais and La Vanguardia. He is a frequent commentator in the broadcasting media, notably the BBC World Service. He has acted as adviser to western governments (UK, France and the US) and to major European, American and Japanese corporations working in North Africa. In 2009, he helped coordinate and write the Maghreb Regional and Global Integration: A Dream to be Fulfilled report for the Peterson Institute in Washington DC (www.petersoninstitute.org). He has been awarded advanced degrees from St Antony's College, Oxford and the University of Keele. He graduated with distrinction from Sciences Po Grenoble.
  • Ignasi OLIVERAS - Mediterranean Yearbook coordinator
    Coordinator of the CIDOB Foundation's Mediterranean Yearbook, and of the magazine DCIDOB. Graduate in Biological Science and Master's in Cooperation with Development, from the University of Barcelona (UB). Lecturer on the Master's course on Globalisation, development and cooperation at the UB. He works with a number of conservation organisations and has written several publications, his main area of expertise being the connections between the environment and development.
