[05.12.07] The Communication covers the actions by Member States and the Commission that are deemed necessary in the fields of trade, mobility and the response to entrenched conflicts in regions neighbouring the EU, with the aim of strengthening the proposals of the European Neighbourhood Policy.

For practical reasons, this report is solely focused on human rights NGOs; however, in future editions, the aim is to widen it to include other organisations.
