1. Improving in the quality of catalan co-operation: Evaluation of catalan co-operation in Central America: Within the framework of the process of planning and evaluation the Co-operation of the Generalitat of Catalonia, during 2007 an analysis will be made of the economic, social and political system of Central American countries.
2. Improving the quality of catalan co-operation: Technical assessments of catalan local co-operation: During 2007, work will continue in providing technical support and advising to development co-operation financed by municipal and supra-municipal administrations in Catalonia.
3. Natural resources, human development and democratic governability: An abundance of energy resources implies an exception wealth for an economy, which is translated into an abundance of money and which allows the country to face up to the importation of capital goods and consumer goods without a balance of payment crisis. It also allows for investment in the social development of the country.
