An initial assessment of the Euro-Mediterranean Summit, held in Barcelona on the occasion of the 10th anniversary of the Euro-Mediterranean Partnership, gives way to an analysis of the key points that make up the political basket of this Process, one of the areas in which the most divergence has arisen. Despite the scant progress achieved in this sector, the author highlights the opportunity signified by the drawing up of a working agenda for the next 5 years, which affects such essential issues in the region as the promoting of democracy and co-operation in the area of security and the approval of a Euro-Mediterranean code of conduct against terrorism.
