This study carries out a systematic examination of legislative procedure to analyse the powers that Latin American institutions grant to their president and their parliament to influence the legislative agenda. In the first section, the author discusses the different indexes created by the various constitutions to calculate the legislative power of presidents in Latin America. Based on these indexes, a new form of measurement is proposed: the Institutional Legislative Power Index (IPIL). The second part of the book explains this index in greater depth, revealing the hypotheses that lie behind the inclusion of each variable as an explanatory factor. The third part classifies the different countries according to the institutional potential that their Executive and the Legislative bodies have to influence legislative activity, and closes with a presentation of the most significant conclusions.
