The moratorium on romanians and bulgarians is questioned

The majority of the participants in the workshop, The New Members of the EU: Romanians and Bulgarians in Spain, organised by the Migrations Programme of the CIDOB Foundation and held in the Jordi Maragall Hall, coincided in indicating the need to ask the Spanish government to end the moratorium on
workers’ rights to free circulation, which affects Romanians and Bulgarians.

During the event, it was concluded that the moratorium aims to guarantee social cohesion in order to prevent employment discrimination. However, it was also pointed out that this measure signifies inequality in access to the job market on the part of workers, in addition to not reducing the irregularity that affects these two groups of new European Union citizens.

The recognition of degrees, the procedure for obtaining visas, the need for express manifestation in order to participate in the upcoming municipal elections or contracts lasting less than 180 days which do not require visas, were other topics analysed during the working session.

Josep Ribera,
director of the CIDOB Foundation, began the debate. Following that, the main lectures featured the presence of Miora Grigorescu, Romanian Consul in Barcelona; Elena Nieto from the Delegation of the Government in Girona; and Miguel Pajares, member of CERES and GRECS (Research Group on Exclusion and Social Control) of the University of Barcelona.

Also participating in the workshop were Ángel Chueca, from the University of Zaragoza; Diana Dinu, president of the Quorum Association; Francina Esteve, lecturer at the University of Girona; José Antonio Moreno from the Workers Commissions Trade Union; Eduardo Rojo, director of the Immigration, Rights and Citizenship Chair; and Paco Solans, member of the Official Association of Lawyers of Valencia, among others.
