This report, part of a project led by the Migration Policy Group (MGP), has the objective of visualising how migration and foreign relations are linked in different European countries. The document on Spain, written by Anna Terrón, includes a synthesis of the Spanish policy on EU instruments (agreements or readmission clauses) in the framework of the agreements of the Euro-Med association. It also analyses how immigration is integrated into Spanish development policy, both in terms of aid (possible conditionality; destination of aid funds, etc.) and projects and co-development strategies, and it makes reference to the role of local and regional entities in development activities. Finally, the report situates Spain’s position in the negotiations on the General Agreement on Trade in Services (GATS – mode 4), which makes reference to the temporary movement of people in the framework of a lending of services.
