In discussing immigration in Spain, a topic of special interest is the reflection on how to manage the accommodation of immigration in the framework of institutional structures initially designed for a population of citizens. For this reason, this document focuses on the analysis of immigration policies and on the idea of a culture of accommodation in Spain. Currently we find ourselves faced with defining an institutional framework for accommodating immigration and citizenship, where one can notice the existence of tension among the managers of this process given that there does not exist a culture of accommodation that could establish priorities and basic points for orientating policies. In Spain, moreover, the analysis has to consider two variables, the partipating actors and the territorial context, and their degree of influence in relation to the existence of a culture of accommodation.

Ricard Zapata is a Professor of Political Science at Pompeu Fabra University (Barcelona). He directs the Research Group on Immigration and Political Innovation in the Department of Political and Social Sciences at this university.
