Description of the area of security and defence policy in the Treaty Project for Establishing a Constitution for Europe drawn up in the European Convention. The conventional formalisation of this policy, the flexibilisation of cooperation in the area of security and defence in the framework of the European Union and the mechanisms which have a bearing on the strengthening of the operational capabilities of the EU are three new elements presented in this Draft, which incorporates a solidarity clause and new regulations in the area of international agreements. The author states that a comparison between the Draft Treaty and the current characteristics of the European Security and Defence Policy (ESDP) does not reveal significant changes, but it does reveal changes in terms of its possibilities for future definition, especially linked to the new mechanism of structured cooperation which would have immediate repercussions on the international visibility of Europe and signify a point of attraction for the member states that currently do not participate in it.
