1. The process of European integration. What kind of Europe do we want?

The failure of the first attempt to create a constitution for the European Union has reopened the debate on its objectives and institutional configuration.

2. The European Union’s foreign relations, its enlargement and its Neighbourhood Policy

The CFSP and the ESDP have not yet found an institutional configuration that gives them solidity and continuity, especially following the rejection of the constitutional proposals.

3. Convergence or competition? European foreign policy and national foreign policies

The emergence of a European foreign policy (EFP) is taking place in parallel with the development of the foreign policies of its member states.

4. European energy policy

To what degree is the energy question a conditioning factor in European foreign policy? To what extent is a common energy policy at the European level feasible and to what degree can it contribute to ensuring supply? How can this policy be reconciled with the European Union’s international environmental commitments?

5. Sub-national actors in the new European context

Nations lost the exclusivity of actorness in the international sphere some time ago: large corporations, international institutions, non-governmental organisations and other actors play a recognised role in the international sphere.

6. Bilateral relations. 8th Spain – Italy Dialogue Forum

Brings together representatives from civil society in an annual meeting that has been held at different locations since 1999, alternating between the two countries each year.

The Forum, which is not open to the general public, is plural and multidisciplinary in its composition, and includes leading figures from the worlds of politics, business and academia. The debates, which feature simultaneous translation, are structured around three working groups, two of which are dedicated to political issues and the third to economic matters, all linked with Spanish and Italian interests within the framework of the construction of Europe. In each group, four speakers briefly present each subject from their respective points of view, in order to launch the debate, which is moderated by a table president. At the end of the meeting there is a plenary session in which the presidents submit for debate the conclusions drawn by the different work groups.
