Narcís Serra presents his book The military transition. Reflections on the democratic reform of the armed forces, a reflection on the policy of military reform in transition to democracy processes. The reformulating of relations between civil governments and the armed forces is one of the basic issues to be resolved in order to consolidate democracy. By analysing the Spanish process of ministry reform, the author attempts to guide those who have the responsibility of drafting proposals or making decisions in this field, as well as revealing the dynamics of such a large-scale reform to members of the general public who are interested in the subject.

The presentation will be chaired by Ricardo Cavallero, Chief Executive of Random House Mondadori; Javier Solana, Secretary General of the Council and High Representative for the EU's Common Foreign and Security Policy; and Narcís Serra, Director of the CIDOB Foundation and the author of the book.
