On the occasion of the presentation of the Spanish version of the Migrant Integration Policy Index (MIPEX 2006), the British Council and the CIDOB Foundation are to hold a seminar on Immigration and Integration Policies in Spain.

After the seminar (scheduled 9:00h to 18:00h), the presentation of the 2006 Index will be held, and will feature participation from Joaquín Arango, Director of the Centre for Research on Migrations and Citizenship of the Fundación Ortega y Gasset and Member of the Scientific Committee for the Index, Jan Niessen, Director of the MPG-Migration Policy Group and Consuelo Rumí, Secretary of State for Immigration and Expatriate Affairs.

MIPEX – Migrant Integration Policy Index 2006

MIPEX measures policies to integrate migrants in 25 EU Member States and three non-EU countries. It uses over 140 policy indicators to create a rich, multi-dimensional picture of migrants’ opportunities to participate in European societies. MIPEX covers six policy areas which shape a migrant’s journey to full citizenship: labour market access, family reunion, long-term residence, political participation, access to nationality and anti-discrimination. Best practice for each policy indicator is set at the highest European standard, drawn from Council of Europe Conventions or European Community Directives (where these are only minimum standards, European-wide policy recommendations are used). Since policies are measured against the same standards across all Member States, MIPEX is a ‘benchmarking’ tool to compare performance.

MIPEX is produced by a consortium of 25 organisations. Amongst them are universities, research institutes, think-tanks, foundations, NGOs and equality bodies. The MIPEX Group is committed to improving the quality of debate on migrant integration policy in Europe. The first edition of MIPEX was published in 2004. MIPEX will be produced biannually to track the progress of integration policies in Europe over time. MIPEX is led by the British Council and Migration Policy Group (MPG). CIDOB Foundation is a MIPEX’s Network Partner.
