This will be the third of the meetings created on the initiative of the then-President of France Jacques Chirac and José Luís Rodríguez Zapatero at the Spain-France Summit of 2005. The Forum, which is held in venues alternating between the two countries, brings together leading French and Spanish representatives of different sectors, including business and economics, politics, academia, the media and culture, in order to promote discussions on experiences in issues that affect both societies.

While the first two meetings were held in Girona and Paris, this Dialogue Forum will be held in Madrid, in tandem with the 21st Summit of Heads of State and Government of France and Spain. This year, the Forum will be focusing on the global economic and financial crisis, paying particular attention to the situation of France and Spain. The idea is to submit a series of proposals for overcoming the current crisis, and specifically in the follwoing areas: defining a new international and European financial framework, improving competitiveness and innovation, and the contributions of culture and ethics in this change of model.
