An address by Cresencio Arcos, a career diplomat with wide experience of Latin America, and the US ambassador to Honduras between 1989 and 1993. His posts have included Principal Deputy Secretary of State for International Narcotics and Law Enforcement (1993-1995) and Director of International Affairs at the Department of Homeland Security (2003-2006). From 1995 to 2002, he also worked for the company AT&T as Vice President and Administrative Director of International Public Relations for Latin America and Canada, a post he held concurrently with that of Member of the Foreign Intelligence Advisory Board for the President of the USA.
