This seminar responds to a desire for co-operation among Spanish and Brazilian researchers, with the objective of analysing and exchanging experiences beginning with the decentralisation processes that have occurred in Brazil and Spain, linking them to the processes of democratic consolidation and development. In both countries, which, in the last quarter of the 20th century, have gone from authoritarian regimes to constitutional democracies, decentralisation has been assumed as a strategy of joint construction for economic growth and the expansion of citizenship.
