La destitución ilegal del Presidente hondureño Manuel Zelaya y su expulsión forzada por parte de las Fuerzas Armadas el pasado 28 de junio de 2009 ha reavivado un escenario golpista que se creía desterrado de América Latina. La respuesta de rechazo ha sido unánime por parte de todos los países de la región, incluyendo a los Estados Unidos, por parte de la Organización de Estados Americanos y por toda la Comunidad Internacional, con una firme condena por parte de la Organización de Naciones Unidas. A pesar de las irregularidades y las tensiones previas vividas en el país centroamericano el triunfo de una acción golpista es intolerable y supondría un retroceso hacia varias décadas atrás, cuando los conflictos nacionales y regionales asolaban la región. To coincide with its 20th edition, the CIDOB International Yearbook features two excellent analyses of the past two decades of international politics and Spain's foreign policy. Firstly, Alyson Bailes, a guest lecturer at the University of Iceland, analyses the evolution of international politics and relations since 1989, basing her article on different aspects of international politics: the evolution of world power structures, the triumph and crisis of capitalism, the new security agendas, the dynamics surrounding the increase in armaments and, finally, the European model of multilateral integration.

Since the end of the 1960s, social movements have proliferated throughout the Western world and their “newness” have been stressed by sociology. Nevertheless, we observe big differences between the perspectives adopted by Social Sciences in Latin America in comparison with Europe and North America, where the theories of collective action motivated an important number of empirical researches and deep debates, especially on the model of resources mobilization. In Latin America, though, an approximation towards the values, identities and the sociology of the subject was predominant. During the period of democratization, Political Sociology placed in half the way between action and observation. This article presents these approaches, proposes some explanatory hypotheses of its differences and then underlines its continuities. In the second part, the article shows how the contributions of the “sociology of the mobilizations” is necessary to enrich the perspectives habitually spread by social movements in Latin America.

In recent years, research on migrations has had to deal with profound transformations in the definition of borders, in the context of the enlargement of the European Union. The aim of this seminar is to tackle both the institutional and the regulatory aspects of migration and border policies developed by the European Union and its Member States. The idea is to promote a research framework to examine the responses offered by the migration systems on the continent, as well as the emergence of a definition of the European Union's external border.
The seminar will cover three dimensions – the conceptual, the institutional and the political – and will be focusing attention on a range of issues, including border control and securitisation, the externalisation of migration policies, the institutional discourse of the EU on the subject of border management, the ethics of migration and the theoretical debates on the concepts of migration and borders.

Workshop: Facing the crisis: ¿migrations in the crossroad?
This workshop aims to examine the effects of the economic crisis in the migration flows, but also its impacts on the migration policies and instruments. As long as several destination countries are hampering the regular ways of migrants entry, debates should be done on the effects of these actions in the regular/irregular stocks of migrant populations; labour conditions and precariousness, and also on the social responses (racism explosions, etc.) in this new context.

Workshop: ‘Door-Knocking’: Migration and border management in Southern and Eastern Europe
This workshop will examine and compare how the European Union manages to control its Southern and Eastern borders. On one hand, border control is implemented by member states and by FRONTEX as an European action. On the other one, member states are running different mechanisms of intervention with countries of origin and destination (visa facilitation; bilateral agreements; etc.). Discussion about these instruments could help in understanding how the EU is ‘protecting’ its borders.

La inesperada dimisión el 1 de julio de 2009 de Ivo Sanader convirtió cinco días después a Jadranka Kosor, hasta entonces viceprimera ministra y ministra de Asuntos de la Familia y los Veteranos, en la primera mujer jefe de Gobierno de Croacia, amén de presidenta del primer partido del país, la conservadora Unión Democrática Croata (HDZ). Una antigua periodista especializada en los relatos humanos de la guerra de la independencia nacional (1991-1995), Kosor fue reclutada para la política por el presidente Franjo Tudjman y luego sirvió con idéntica fidelidad al primer ministro Sanader. Este doble discipulado ha suscitado dudas sobre su experiencia y capacitación, máxime en una coyuntura harto complicada como la presente, con las negociaciones de adhesión a la UE bloqueadas y la crisis económica golpeando con severidad.

La comisaria europea de Programación Financiera y Presupuestos ganó de manera contundente en su país en mayo de 2009 las elecciones que el 12 de julio la convertirán, a los 53 años, en la primera presidenta de la República de Lituania tras cuatro titulares varones. Economista independiente de línea liberal, Dalia Grybauskaitė trabajó en varios gobiernos de distinto signo, desde derechistas hasta socialdemócratas, antes de ingresar en 2004 en la Comisión Europea, donde se ha distinguido como una vehemente defensora de impulsar el gasto comunitario en competitividad e investigación. Titular de una alta oficina con atribuciones políticas limitadas aunque nada desdeñables, la popular Grybauskaitė ha indicado que intentará ejercer su peso institucional en el sistema parlamentario para ayudar al país a salir de su peor crisis económica desde la emancipación de la URSS.
