Presentation of the 2006 CIDOB International Yearbook, a publication which, since 1989, has been presenting an evaluation of Spanish foreign policy, the European context and the international situation. This year, the monographic section, Country Profile, is devoted to the Republic of Algeria. Following a period of political and social instability during the 1990s, this country finds itself in an important process of national reconciliation after the processes of amnesty granted to former terrorists. Algeria, the third leading exporter of natural gas and the ninth leading exporter of oil in the world, is the main supplier of natural gas to Spain.
Intervening in the event will be: Yahia Zoubir, a lecturer in International Relations at the Euromed Marseilles School of Management, who will speak about "Algeria in the International Context".
The presentation of the Yearbook will be given by the Spanish Secretary of State for Foreign Affairs, Mr. Bernadino León, the Algerian Minister of Energy and Mining, Dr. Chakib Khelil, and the Spanish Minister of Industry, Tourism and Trade, Mr. Joan Clos.

While Islam is a key piece in the globalised world, in Africa it is a central aspect for the orientation of a good part of the continent’s peoples in this confusing historical period. Many African societies have known Islam for centuries, and their historical experiences indicate a large capacity for adaptation. With the exception of certain turbulent regions (Nigeria, Sudan), general Muslim practice escapes the simplistic categorisation that politicians tend to make of globalisation. From this perspective, the African and European experts that this course brings together analyse Islam’s historical paths of penetration into black African societies, its relations with political power before, during and following colonisation, and its functioning in the everyday life of rural areas and cities.

The German Presidency of the European Union has managed, with great difficulty, to find a point of agreement among all of the member countries to break the deadlock in the reformation of the fundamental treaties of the European Union. For the first time since rejection of the European Constitution by France and the Netherlands in referendums, the Union has a new roadmap for making progress in its essential institutional reforms. With the German Presidency finished and Portugal taking the baton, the time has come to make an assessment of what has been achieved and, above all, to see what challenges remain ahead in the process of European construction.
Speakers: Prof. Jan Zielonka, Professor of European Policy at Oxford University, and the journalist, Anna Terrón, Secretary for the European Union, and Narcís Serra, President of the CIDOB Foundation.

Los diez años de Gobierno de Tony Blair en el Reino Unido han tocado a su fin el 27 de junio de 2007 con la entrega del puesto de primer ministro, días después de hacerlo con el liderazgo del Partido Laborista, a Gordon Brown, el que ha sido su poderoso canciller del Exchequer (ministro de Hacienda) desde las triunfales elecciones de 1997 y con quien ha mantenido una singular relación de amistad y rivalidad. Artífice de una fructífera política económica de tipo social-liberal, aunque con algún acento socialdemócrata, y reacio al euro, en 2006 obligó a un Blair muy desgastado por la guerra de Irak a aceptar la renuncia en su favor en mitad de la tercera legislatura, realizando así una antigua ambición que su baqueteado superior intentó demorar todo cuanto pudo. Brown advoca un neolaborismo progresista y actualizado con "nuevas ideas" y "nuevas prioridades", a la cabeza de las cuales están las inversiones públicas en educación y sanidad.

En Nigeria, el primer presidente sin trayectoria militar en el último cuarto de siglo ha estrenado mandato el 29 de mayo de 2007 con la incertidumbre sobre su capacidad para estabilizar un país populoso y petrolero, dividido en múltiples fracturas económicas, sociales, étnicas y religiosas, parasitado por una corrupción endémica y golpeado por sucesivas olas de violencia intercomunitaria. Pese a todo, también, un país grande que consolida su posición de líder a escalas regional y continental por sus papeles de pacificador de conflictos e interlocutor del África negra en el dialogo con el G-8. Musulmán norteño, ex gobernador del estado de Katsina, donde implantó la sharía, y candidato a la sucesión escogido por el mandatario saliente, O. Obasanjo, Yar'Adua fue declarado vencedor de unas elecciones cuya pésima organización y abundantes muestras de fraude han desacreditado a la democracia nigeriana ocho años después de su restablecimiento.
