The Professionalisation of Public Employment in Latin America

Analysis of recent experiences in public employment professionalisation in Latin America based on a study of the regional situation and the implementation of national or concrete models, developed in Mexico, Brazil, Chile, Colombia, Peru and other countries in Central America and the Caribbean. This encounter forms part of the Latin America Programme’s area of research, Human resource management policies in the public sector, within the framework of the review of state models and actors in the context of globalisation.

War and Peace in the 21st Century: The Geopolitics of Energy

This is the 6th part of the debate series, War and Peace in the 21st Century, which, year after year, brings together high-level experts, politicians and scholars to analyse the challenges posed in the international order and, especially, the role which Europe should play in this situation. This sixth seminar will have the geopolitical dimension of energy as its central axis of discussion. In the face of the challenges posed by the end of the fossil-fuel era, the invited participants will try to give a response to a factor of growing importance on the world scene.

Based on an analysis of the current situation in Morocco, a traditional country of immigration, today converted into a country of transit due to the strong migratory pressure it receives from the sub-Saharan population, the author indicates how, in the face of failure in the fight against clandestine migration, the countries of the European Union show a will to externalise the question and make the countries of transit assume the responsibility of controlling the phenomenon.

El 26 de septiembre de 2006, seis días después de convertirse en presidente del gobernante Partido Liberal Democrático (JMt), fue investido por la Dieta el primer jefe de Gobierno de Japón nacido después de la Segunda Guerra Mundial y, con 52 años, el más joven desde entonces. Retoño de una familia de estadistas, miembro del ala más conservadora del partido y considerado un halcón nacionalista por sus lecturas revisionistas de los crímenes de guerra nipones y su postura de firmeza frente a Corea del Norte, Shinzo Abe ha sustituido al primer ministro J. Koizumi con los objetivos de suprimir las restricciones constitucionales a la defensa militar del país y mejorar las relaciones con China y Corea del Sur. Un elenco de tareas, en aras de la seguridad nacional, que la prueba nuclear norcoreana del 9 de octubre no hará sino acelerar.

El conservador Partido Acción Nacional (PAN) ha retenido el Ejecutivo de México en las elecciones presidenciales del 2 de julio de 2006, las más reñidas en la historia del país, con su candidato Felipe Calderón, quien ya fuera jefe orgánico de la formación y luego ministro de su correligionario Vicente Fox. La toma de posesión el 1 de diciembre con un mandato sexenal de este abogado de 44 años está ensombrecida por la negativa de su adversario en las urnas, A. M. López Obrador, del izquierdista Partido de la Revolución Democrática (PRD), a reconocer la validez de unos comicios que considera fraudulentos y por su autoproclamación como "presidente legítimo". Las ofertas de diálogo nacional y el refuerzo de las promesas sociales son dos fórmulas con las que Calderón espera mitigar el tenso clima de confrontación que vive el país.
