2005 Asia-Pacific Yearbook

The second issue of the Asia-Pacific Yearbook comes out in a context of special political and diplomatic activity in the region, stimulated by the challenges that the nuclear aspirations of North Korea and Iran pose for the international community and which also, in both cases, challenge the existing status quo in East Asia and the Middle East. The Yearbook also monitors China’s rapid economic and social transformation and also the future challenges for the continent in the areas of energy, the environment and the prevention of health care emergencies, among many other current issues.

Nuri al- Maliki

Irak - Primer ministro
El proceso de democratización comenzado en Irak tras la invasión y ocupación por el Ejército de Estados Unidos en marzo de 2003 llegó a su término el 20 de mayo de 2006 con la formación del Gobierno de unión nacional presidido por Nuri al-Maliki. Shií laico, pero confesional, del Partido Islámico Dawa, Maliki es un antiguo exiliado y opositor a la dictadura de Saddam Hussein que pretende conseguir éxitos allí donde sus predecesores en los períodos interino y transitorio, los también shiíes Iyad al-Allawi e ibrahim al-Jaafari, fracasaron: desmovilizar a los insurgentes de base sunní, acorralar a los terroristas jihadistas y atajar los ataques sectarios entre shiíes y sunníes, cuya dramática escalada a partir del atentado del 22 de febrero en Samarra ha puesto al país con un pie en una guerra civil de naturaleza religiosa.

Timor-Leste - Primer ministro
El hasta entonces ministro de Exteriores de Timor-Leste se convirtió en primer ministro el 10 de julio de 2006. Su nombramiento por el presidente Xanana Gusmão para reemplazar al asediado Mari Alkatiri puso punto y final a la más grave crisis política y de seguridad sufrida por la antigua colonia portuguesa desde su independencia en 2002, tras 24 años de atroz ocupación militar indonesia y dos años y medio de protectorado de la ONU. Personalidad reputada a nivel internacional por el Nobel de la Paz recibido en 1996 en reconocimiento a su trayectoria de luchador diplomático por la causa nacional de los timoreses desde el exilio, José Ramos-Horta ha asumido la jefatura del Gobierno con la obligación de arreglar la complicada madeja de problemas -sociales, económicos, institucionales- que activó el violento caos de la primavera, cuando este país subdesarrollado y dependiente de la ayuda internacional se asomó a una guerra civil.
